Separated from the world by an electric fence and a river, a small North German village of 100 residents gained a 1,000-person office complex after reunification. The facility quickly failed and sat abandoned for years until briefly housing 700 Middle Eastern refugees. Now empty again, the 74-year-old mayor worries about what the future holds for his quiet community.
